As part of his Strong Independent Leadership Tour, Governor Hogan today visited the Jane Addams Resource Corporation (JARC) in Baltimore City to meet with trainers and program participants. Following the visit, Governor Hogan released a new plan to remove barriers and expand opportunities for workers–building on his first-in-the-nation initiative to eliminate college degree requirements for jobs in state government.
“JARC is a special mission led by special people—it was incredible to be here today and see the work they are doing to improve the lives of people in Baltimore City and expand Maryland’s workforce,” Governor Hogan said. “I am so proud that in 2022, we were able to make Maryland the first state in the nation to eliminate unnecessary college degree requirements for jobs in state governments. A number of states have followed our lead, but much more needs to be done to remove barriers for workers–particularly at the federal level. I will bring that same innovative approach to the United States Senate to make these opportunities even more accessible.”
Earlier in the day, Governor Hogan met with members of the International Brotherhood of Electrical Workers Local 26 and Local 307, which represents over 12,000 union electricians across our region, toured their facility and spoke with apprentices in their training program.
Governor Hogan has been a champion for investing in Maryland’s workforce. He made Maryland a national leader in innovative job training, workforce development, and apprenticeship programs, including the Employment Advancement Right Now (EARN) program that invests in our workers and helps meet the increasing demand for essential skilled jobs.

Governor Hogan continues to announce bipartisan, common-sense solutions as part of his Strong Independent Leadership Tour. Last week, Governor Hogan released education priorities focused on reform, innovation, and empowering parents. In addition, Hogan for Maryland released an initiative to lower costs for Maryland retirees, and recently announced a 10-point crime plan focused on steps to deal with violent offenders, expand resources for law enforcement, and support crime victims.
