Meet Larry Hogan

Two-term Governor, NGA Chair, and private-sector founder recognized as one of America’s most popular governors. He was re-elected decisively in 2018 and left office with near 80 percent approval rating. He guided Maryland through multiple crises with steadiness, even while overcoming a life-threatening cancer diagnosis. He was widely praised at home and abroad for his COVID response. Governor, State of Maryland, 2015 – 2023

Chief executive of a state with a budget exceeding $60B and more than 100,000 employees; delivered major economic, fiscal, healthcare, infrastructure, environmental, and public-safety results. Led COVID-19 response and managed periods of civil unrest.

  • Reversed Maryland’s economic trajectory; improved overall performance ranking from 49th to 6th.
  • Enacted more than $4.7B in tax, toll, and fee relief; balanced budgets each year.
  • Closed a $5.1B structural deficit and achieved a record $5.5B cash surplus while preserving AAA credit ratings.
  • Reduced individual-market health insurance premiums by more than 30 percent through a reinsurance program and market stabilization.
  • Delivered record investments in transportation and economic development; strengthened Port of Baltimore, BWI, and key freight and logistics assets.
  • Advanced public safety by increasing support for state and local law enforcement and targeting violent crime.

Chairman, National Governors Association, 2019 – 2020

  • Led the complete reorganization of the National Governors Association, streamlining operations to make the organization more efficient, effective, and responsive to the needs of governors nationwide.
  • Spearheaded the national effort to pass the Bipartisan Infrastructure Law, leading the National Governors Association’s (NGA) Chair’s Initiative on Infrastructure to rally support across all 50 states.
  • Brought together governors, senators, and House leaders from both parties at the Annapolis Infrastructure Summit, where negotiations laid the foundation for the final Bipartisan Infrastructure Law. Played a key role in transforming a politically gridlocked issue into a historic bipartisan achievement.
  • Led the nation’s governors through the COVID-19 pandemic, coordinating state and federal responses to ensure public health and safety.
  • Advocated for state-led solutions to national challenges, strengthening federal-state partnerships in economic development, public health, and transportation.

 

Chairman, Appalachian Regional Commission, 2022 – 2023

  • Collaborated with federal and state partners to promote economic development across 423 counties in 13 states.
  • Advanced strategic investment priorities to strengthen economic growth and community capacity in the Appalachian region.

 

Chairman, Chesapeake Executive Council, 2018-2021

  • Led the six state regional commission of federal state partners to protect and restore the Chesapeake Bay, securing funding for environmental conservation and promoting sustainable practices.
  • Resulted in the Chesapeake Bay being restored to the cleanest water quality levels in recorded history. 

 

Founder, An America United, 2019 – Present

  • Founded a national 501(c)(4) advocacy group dedicated to bridging political divides and promoting bipartisan, common-sense solutions.
  • Established a nationally sought voice on how to unite Americans and address critical issues through collaborative approaches.

 

Founder, Change Maryland, 2011 – 2018

  • Created the largest non-partisan grassroots citizen organization in Maryland’s history.
  • Engaged citizens across the state to successfully lobby a Democratic legislature to enact lower taxes, government accountability, and pro-business policies.

 

Cabinet Secretary, State of Maryland, 2003 – 2007

  • Managed the appointment of approximately 7,000 individuals to all three branches of state government including Cabinet Secretaries, Judges, Legislators, and key leadership in agencies, boards, and commissions.
  • Collaborated with state leadership to align appointments with policy objectives and promote effective governance.

  • Founded and led a group of related entities involved in real estate investment, development, brokerage and consulting.
